Soon after on 3 May 1939 Subhas Chandra declared the formation of Forward Bloc as a left platform within the Congress at a public meeting held at Sraddhananda Park, Calcutta. To consolidate the countrywide movement through a party discipline, the 1st All India Conference of the party was held at Nagpur from 18-22 June 1940, under the Presidentship of Subhas Ch.
